AG Pam Bondi relocates to Supermax prison inmates whose death sentences Biden commuted

 September 25, 2025

In a significant development, eight former federal death row inmates, whose sentences were altered by President Joe Biden, have been moved to the nation’s toughest prison, the U.S. Penitentiary Administrative Maximum Facility (ADX) in Florence, Colorado.

The transfer to the "Supermax" facility, confirmed by the Justice Department, follows Biden’s controversial decision to commute the sentences of 37 death row inmates in late December, a move now countered by Attorney General Pam Bondi’s push for stringent confinement, as Fox News reports.

The commutations, announced by Biden in the final days of December, sparked immediate backlash, with critics labeling the action a rushed political maneuver lacking thorough review.

Commutations spark intense debatre

Unlike former President Barack Obama’s clemency efforts, which primarily targeted non-violent offenders under a focused initiative, Biden’s actions drew sharper criticism, as reported by Fox News.

Victims’ families, many of whom felt blindsided by the last-minute decisions, expressed their anguish and frustration during a meeting with Bondi earlier this year at the Department of Justice.

In February, Bondi directed the Bureau of Prisons to assess appropriate detention locations for these individuals, signaling her intent to address the concerns raised by those affected by the crimes.

ADX Florence: Home to notorious offenders

On Tuesday, the first group of eight inmates was transferred to ADX Florence, a facility known as the only federal Supermax prison, housing some of the most infamous offenders in U.S. history.

Among the high-profile prisoners already at ADX are Ramzi Yousef, linked to the 1993 World Trade Center bombing, Dzhokhar Tsarnaev of the Boston Marathon bombing, Joaquín “El Chapo” Guzmán, former Sinaloa Cartel leader, and Mamdouh Mahmud Salim, an al-Qaeda co-founder.

The Justice Department noted that more of the 37 commuted inmates are slated to arrive at ADX in the coming weeks, with all expected to be housed there by early next year.

Offenders committed crimes that shocked a nation

Each of the eight transferred inmates was convicted of first-degree murder under federal law, with their crimes marked by extreme violence and brutality.

Some of their offenses include the killing of a married couple during a camping trip in Ouachita National Forest in July 2003, and the horrific kidnapping and drowning of a 51-year-old bank president who was bound to a concrete weight and thrown into a lake.

Others were responsible for murdering fellow inmates while already serving time, underscoring the ongoing danger they pose, according to federal authorities.

Bondi’s pledge to victims' families

Shortly after her confirmation, Bondi issued a statement committing to uphold justice for the families of victims impacted by these commutations, emphasizing a focus on appropriate penalties.

She said, “President Biden’s decision to commute the death sentences of these monsters showed abhorrent disregard for our justice system and total disrespect for victims’ families already suffering through immense loss.”

SheBondi added, “After meeting with many of the victims’ families at the Department of Justice and promising to take action on their behalf, eight of these prisoners have been transferred to the Colorado super-max prison ADX. This will ensure that they spend the remainder of their lives in conditions consistent with the egregious crimes they committed.”
