Biden administration's $2B grant to nonprofit sparks outrage, debate

 February 20, 2025

In a surprising development, the former Biden administration has come under scrutiny due to its award of $2 billion to a nonprofit with ties to failed Georga gubernatorial hopeful Stacey Abrams.

The Biden-era decision has raised eyebrows due to the organization's meager prior revenue just one year prior and the perceived lack of oversight surrounding the allocation of such substantial funds, as the New York Post reports.

Power Forward Communities, the beneficiary of the $2 billion grant, had previously flown under the radar with virtually no high-profile activities. This nonprofit has partnerships with various left-leaning entities and was included in a broader initiative as part of the Inflation Reduction Act.

The significant sum was sourced from a $20 billion fund, previously earmarked by the EPA under Biden's leadership, specifically reserved for climate-related grants.

Zeldin Uncovers Hidden Funds at Citibank

These climate funds had been discreetly placed at Citibank prior to the conclusion of Biden's tenure as president. The strategic placement aimed to shield these resources from potential retraction by the incoming Trump administration, adding another layer of complexity to the financial oversight debate.

Current EPA Administrator Lee Zeldin has voiced concerns about the financial management and lack of oversight regarding the use of these funds.

In his words, the discovery of the substantial resources “obscure the distribution process,” adding to existing anxiety over the financial governance involved.

Zeldin emphasized his dedication to accountable financial practices in his role, stating, “I made a commitment to members of Congress and to the American people to be a good steward of tax dollars, and I’ve wasted no time in keeping my word.”

Abrams' Connection to Power Forward Communities

The selection of Power Forward Communities for this substantial grant has raised significant questions, particularly because the organization reported merely $100 in revenue in 2023. This discrepancy has fueled concerns about why such an entity was selected to manage such a substantial financial endowment.

Zeldin also addressed these concerns, highlighting the implausibility of choosing an organization with such a modest financial history for a substantial grant. He commented, “It’s extremely concerning that an organization that reported just $100 in revenue in 2023 was chosen to receive $2 billion.”

Stacey Abrams has been a notable supporter of the Biden administration’s environmental policies. Her advocacy has been prominent, encouraging Democratic support for Biden, even amidst criticism.

Decarbonization Efforts and Focus on Communities

Despite the controversy surrounding the grant's allocation, Power Forward Communities remains focused on using the funds for positive change. Their initiative aims to support the decarbonization of homes, with plans to prioritize low-income and disadvantaged communities. Disbursement of these funds is slated to begin in early 2025.

A spokesperson for Power Forward Communities acknowledged the importance of the project, saying, “With funds expected to start flowing into homes in early 2025, the grant will make the affordable decarbonization of homes and apartments throughout the country possible, focusing on low-income and disadvantaged communities.”

This grant allocation highlights the potential tension between ambitious climate goals and the financial governance required to achieve them. It also draws attention to the intricate processes involved in disbursing government funds.

Potential Recovery of Funds Under Consideration

As the debate unfolds, Zeldin is also exploring options to retrieve the funds from Citibank. This prospect indicates ongoing efforts to ensure financial accountability and review the legality of the previous administration's decisions.

In an effort to underline his dedication to financial management, Zeldin posted on social media criticizing the allocation of funds. He referred to "Stacey Abrams’ Power Forward Communities” as “a pass-through entity for Biden EPA’s $20 billion ‘gold bar’ scheme."

As details continue to emerge, the situation underscores the challenges faced by governmental bodies in balancing financial oversight with the implementation of ambitious climate projects. The controversy reveals the critical importance of transparency and accountability in public financial administration.

While the EPA's difficult task of steering climate policy is undeniable, the ongoing investigation reflects the crucial need to ensure taxpayer funds are directed effectively and responsibly. The unfolding story serves as a potential cautionary tale for future administrations in their management of substantial public funds.
