Ethics inquiry targets senator over nonprofit funding concerns

Democrat Sen. Sheldon Whitehouse is now under critical scrutiny due to his votes on legislation that allegedly advantaged his wife's environmental organization.

The ethics group Foundation for Accountability and Civic Trust (FACT) has petitioned the Senate Select Committee on Ethics to assess whether conflicts of interest were present given the federal grants awarded to Ocean Conservancy, with which Whitehouse's wife is closely involved, as Fox News reports.

The senator's wife, Sandra Whitehouse, has been connected with Ocean Conservancy, a leading environmental group focused on marine preservation, through her consulting business, Ocean Wonks LLC.

Since 2017, she has led Ocean Wonks LLC and previously held the position of senior policy adviser at Ocean Conservancy. This familial tie has sparked discussions around potential ethical breaches.

Ethics Group Calls for Investigation

FACT, a non-profit watchdog centered on accountability, has asked the Senate Select Committee on Ethics to examine whether Whitehouse's congressional votes were influenced by personal ties.

They are particularly concerned about the federal grants directed towards Ocean Conservancy, which has received a notable amount of over $14.2 million since 2008. These funds are crucial as they bolster various environmental initiatives, including marine debris cleanup efforts.

In 2024, Ocean Conservancy benefited from two significant federal grants: $5.2 million from the National Oceanic and Atmospheric Administration (NOAA) and $1.7 million from the Environmental Protection Agency (EPA).

The funding from the EPA derived from its annual appropriations bill, while the NOAA grant was supported by the Bipartisan Infrastructure Law, both acts receiving Whitehouse's vote. This legislative support has led some to question whether personal interests may have influenced his actions.

Controversy Surrounds Federal Grant Allocations

Kendra Arnold of FACT highlighted the questionable nature of these funds, stating, "While these two grants alone appear to be a conflict of interest, it is even more egregious in the context of Senator Whitehouse’s long history of working on legislation being lobbied for by organizations tied to his wife."

As both grants originated from bipartisan laws that provide extensive funding to various NGOs, this has raised eyebrows over whether impartiality was compromised.

Sandra Whitehouse, through her consulting firm, has reportedly received a substantial income related to her work with Ocean Conservancy. Since 2010, her earnings from direct or consultancy payments amounted to $2,686,800.

Despite this financial detail, Jeff Watters from Ocean Conservancy clarifies that Dr. Sandra Whitehouse "has not received compensation from these federal grants allocated to Ocean Conservancy."

Ocean Conservancy Touts Positive Impact

Watters defended the organization's reputation and history, emphasizing its four-decade leadership in marine protection. He noted, "For 40 years, Ocean Conservancy has been a global leader in marine debris cleanup through our signature initiative, the International Coastal Cleanup." Such efforts are backed by bipartisan funds designed to remove large quantities of refuse from America's coastlines and waterways, enhancing environmental quality.

Despite the controversy, advocates claim that Ocean Conservancy has consistently followed a competitive and unbiased process in grant allocations, selecting the organization based on its capability to deliver impactful results. The marine cleanup endeavors funded through these awards not only work towards environmental preservation but also aim to bolster economic sectors related to tourism and fishing across the country.
