FCC Chair Steps Down On Trump's Inauguration Day

 November 22, 2024

Jessica Rosenworcel, the Federal Communications Commission Chair, will resign on Inauguration Day, coinciding with President-elect Trump taking office.

Commissioner Brendan Carr, nominated by Trump, is set to introduce substantial policy shifts particularly affecting Big Tech and media sectors, The Hill reported.

Jessica Rosenworcel made history as the first woman to hold the chair position permanently at the FCC since October 2021. Her decision to step down aligns with the inauguration of the incoming president, marking a significant transition in the agency's leadership.

New Leadership Anticipated at FCC

President Trump has chosen FCC Commissioner Brendan Carr, who has been with the FCC since 2017, as her successor. Carr's confirmation by the Senate is pending, which, upon approval, will likely tip the commission's balance in favor of a Republican majority.

The FCC, an independent federal agency, plays a crucial role in regulating television, radio, telecommunications, and internet service providers. This regulation influences every aspect of American communications and by extension, the economy and democracy.

During her tenure, Rosenworcel championed significant initiatives including the restoration of net neutrality rules, repealed in 2017 but reinstated under her leadership. These rules are designed to ensure equal access to the internet without preferential treatment.

Rosenworcel's Legacy at the FCC

She also spearheaded the creation of a broadband affordability program, which successfully connected over 23 million households, enhancing digital connectivity across the country.

Furthermore, she was instrumental in establishing the FCC's first-ever Space Bureau, expanding the agency's reach into emerging space communication technologies.

The broadband program and the Space Bureau are part of Rosenworcel's efforts to modernize and expand the FCC's regulatory scope during her leadership, reflecting her commitment to public service and technological advancement.

Rosenworcel's initiatives have not only increased connectivity but have also faced challenges, such as the legal battles surrounding the reinstated net neutrality rules.

Shifts in Policy and Leadership

Brendan Carr, known for his critical views on Big Tech and media companies, advocates for tighter regulations on these entities to ensure they serve the public's interest. His nomination by Trump is seen as a move to realign the FCC's policies with those promoting less regulatory interference, fostering economic growth and safeguarding national security.

Trump praised Carr for his opposition to what he terms 'regulatory onslaught' that, according to him, hampers American innovators and job creators. Carr's approach aligns with Trump's broader economic policies focusing on deregulation and enhancing the business environment in the U.S.

Carr's stated goals include reining in Big Tech, ensuring broadcasters contribute positively to the public sphere, and promoting economic and national security.

Controversies and Future Directions

Despite the support from Republican circles, Carr has faced criticism, particularly from Democrats, due to his involvement with Project 2025—a policy proposal from the Heritage Foundation that advocates for the repeal of Section 230. This section currently provides immunity to online platforms from liability for user-generated content.

Rosenworcel, reflecting on her tenure, expressed gratitude towards President Biden for the opportunity to lead the FCC and pride in her contributions alongside dedicated colleagues.

"I want to thank President Biden for entrusting me with the responsibility to guide the FCC during a time when communications technology is a part of every aspect of civic and commercial life," Rosenworcel stated.

Ensuring Public Interest and Security

Carr is preparing to take over an agency at the heart of several contentious debates surrounding communication and technology's role in society. "When the transition is complete, the FCC will have an important role to play reining in Big Tech, ensuring that broadcasters operate in the public interest, and unleashing economic growth while advancing our national security interests and supporting law enforcement," Carr mentioned.

His sharp critique of what he calls the 'censorship cartel' emphasizes his forthcoming policy direction, potentially setting the stage for significant regulatory battles ahead.
