Jocelyn Nungaray’s body was discovered on June 17, her hands and ankles bound, her body unclothed from the waist down.

According to her mother, Alexis, Jocelyn had been strangled and discarded under a bridge as if she were “nothing but garbage.” Two Venezuelan men, Johan Jose Martinez-Rangel and Franklin Jose Peña Ramos, were arrested and charged with capital murder in connection with Jocelyn’s death.

Both men had entered the United States illegally and were enrolled in the Alternatives to Detention program, a result of the Biden-Harris administration’s immigration policies.

During her testimony, Alexis Nungaray expressed her anguish over her daughter’s final moments. “I can’t even fathom what my daughter was thinking and the amount of fear she was feeling in the last moments of her life,” she said. “She did not deserve to have her life ripped away from her and our family. She had her entire life ahead of her because of these open border policies.”
