Dolton, IL Mayor Tiffany Henyard Under Investigation by Feds

 May 1, 2024

In an escalating federal investigation, Tiffany Henyard, who serves as both the Mayor of Dolton and the local township supervisor, is being scrutinized by the FBI over allegations financial mismanagement, improper employee treatment, and undisclosed instances of sexual misconduct within her jurisdiction and businesses.

The federal probe targets several aspects of Henyard’s professional and personal endeavors, including her business interests and political operations, as the Daily Mail reports.

The focus on Henyard escalated last Friday when FBI agents delivered subpoenas to Thornton Township Hall, signaling a deepening inquiry into her activities.

These subpoenas concern both her role in the township’s administration and her private business ventures. Local news outlet FOX 32 Chicago broke the news of these developments, highlighting the broad nature of the ongoing investigation.

Scope and Direction of the Federal Subpoenas

Details from the first subpoena reveal it aims at gathering detailed records from a restaurant and a property management company owned by Mayor Henyard. Additionally, her political funds and a charity that carries her name are also under examination.

The specific documents requested include personnel files, tax statements, and other financial records linked to her businesses and political activities.

The second subpoena requires the township to produce comprehensive data on financial practices, including budgetary records, payroll details, and regulations governing expenses and asset usage. This request underscores the investigators' interest in the financial governance under Henyard’s supervision.

Simultaneously, the Del Galdo Law Group, which represents both Henyard and the Village of Dolton, has expressed its intention to withdraw from their role, citing non-payment and increasing liabilities, including potential uninsurability of the village due to its precarious financial situation.

Legal Challenges and Municipal Financial Instability

Dolton faces severe financial strains, burdened by a substantial $33.5 million judgment from a previous lawsuit, exacerbating the village’s fiscal woes.

As part of the unfolding crisis, the Del Galdo Law Group has sought to disengage itself from 19 ongoing cases involving a range of serious accusations, including wrongful death and personal injuries, further complicating the municipality's legal standing.

Amid these allegations, Henyard herself is implicated in no fewer than 22 lawsuits, reflecting a spectrum of alleged administrative and personal misconduct. To address some of these serious allegations, former Chicago Mayor Lori Lightfoot has been drafted to conduct a thorough investigation.

Adding to the governance crisis, a senior administrator associated with Henyard, Keith Freeman, has faced legal scrutiny as well. He pleaded not guilty to charges of bankruptcy fraud, related to accusations of underreporting his income by approximately $95,000.

Local Business Conflicts Surface Amidst Scandal

The controversies enveloping Mayor Henyard extend into the local economic arena as well. Tyrone Isom Jr., a local businessman, has initiated legal action against Henyard's office. He claims his application for a permit necessary for business expansion was unfairly denied, suggesting potential retaliatory motives linked to the investigation.

Former FBI agent Ross Rice provided insights into the scale and seriousness of these investigations. He remarked, "It's very broad in scope, covering numerous individuals and entities. This indicates profound concerns about potential wrongdoing that needs addressing."

Rice further noted, "The mayor and the Township Supervisor, who are the same individual, are at the center of these investigations, which now extend beyond Dolton itself, indicating an expanding scope."

Dolton Confronts a Governance and Financial Quagmire

The accumulation of allegations, financial challenges, and legal complications paints a troubling picture of governance in Dolton. As the investigations continue, the community watches closely, awaiting outcomes that will undoubtedly shape the future of their town’s leadership and administration.

Conclusively, the sensitivity of the situation is exacerbated by the village's dire financial condition, leading to fears of becoming uninsurable, which could severely impact the residents of Dolton.

The unfolding scenario in Dolton serves as a critical juncture for accountability and governance, not just locally but also in broader municipal management contexts.
