Pennsylvania Education Department Drops 'Woke' Teaching Guidelines

Officials in the Keystone State have retracted controversial educational guidelines following a legal settlement, emphasizing a shift towards less prescriptive educational standards.

In a notable resolution, the Pennsylvania Department of Education has agreed to withdraw its "Culturally-Relevant and Sustaining Education Program Framework Guidelines" after a legal challenge was brought, as Fox News reports.

Origins of the Education Guidelines

The "Culturally-Relevant and Sustaining Education Program Framework Guidelines" (CR-SE) were initially introduced by the Pennsylvania Department of Education (PDE) for the self-stated purpose of fostering educational environments that challenge societal norms and power structures.

These guidelines were purportedly designed to make teachers and students question and disrupt harmful practices within schools.

However, this approach soon sparked controversy, leading to a significant legal challenge. The guidelines mandated that educators not only embrace but actively teach these progressive ideas to their students, which raised concerns among certain groups of parents and educators.

Filed by the Thomas More Society in April 2023, a lawsuit representing these concerned parties claimed that the CR-SE guidelines violated the First Amendment by enforcing ideological standards on educators and students alike.

Legal Challenge and Settlement

The legal battle culminated in a settlement in November 2023, in which the PDE agreed to completely rescind the CR-SE guidelines.

This decision was influenced by the argument that the guidelines imposed specific ideological beliefs, which was seen as an infringement on First Amendment rights.

Thomas Breth, special counsel for the Thomas More Society, commented on the settlement, saying, "We are incredibly pleased with this settlement agreement, which forces the Pennsylvania Department of Education to rescind the state’s ‘Culturally-Relevant and Sustaining Education’ guidelines -- securing an important victory for Pennsylvania parents, students, and teachers."

Breth further criticized the previous guidelines as a "blatantly ideological and illegal attempt to inject ‘woke’ activism into school curricula across Pennsylvania," underscoring the society's position that the guidelines required educators to adopt and promote specific ideological tenets.

Introduction of New Guidelines

Following the rescission of the CR-SE, the Pennsylvania Department of Education introduced a new framework known as the "Common Ground Framework." Unlike its predecessor, these guidelines are not mandatory and focus on broader educational goals.

The new framework emphasizes digital literacy, mental health, and trauma awareness -- areas that the department believes are critical real-world issues affecting all students.

This shift reflects an effort to balance educational content without imposing rigid ideological beliefs.

Erin James, PDE press secretary, praised the new framework, stating, "PDE is proud to offer this resource as an improvement on previously issued guidance, with an expanded focus on digital literacy, mental health, and trauma -- real issues that impact those in all spaces of learning within every Pennsylvania community."

Impact and Future Prospects

While the new guidelines still encourage educators to recognize and address the needs of marginalized learners and to challenge stereotypes and biases, they do so without mandating a specific ideological approach.

This has been seen as a move towards more inclusive yet flexible educational standards.

The settlement and the introduction of the new guidelines represent a significant shift in Pennsylvania's educational policy, reflecting a broader national dialogue about the role of education in addressing social issues without becoming a battleground for ideological conflicts.

This case may set a precedent for how educational standards are set and contested across the United States, potentially influencing future educational policies at both state and national levels.
