Wednesday’s press release from the Treasury Department laid out the plan, with sanctions hitting heavyweights like Rosneft Oil and Lukoil, based on an executive order aimed at Russia’s energy sector.

These measures, enforced by the Treasury’s Office of Foreign Assets Control, are a direct response to what officials see as Russia’s refusal to seriously engage in peace talks over Ukraine.

The goal is clear: slash the Kremlin’s revenue stream that fuels its military efforts and props up a faltering economy, while sending a message that dragging out this conflict isn’t an option.

Sanctions hit deep, wide

Dozens of subsidiaries tied to these oil titans, especially those handling exploration and production, are also caught in the net, along with any entity where Rosneft or Lukoil holds a majority stake.

Under these rules, any property or interests of the targeted companies in the U.S., or controlled by U.S. persons, must be frozen and reported, while transactions involving them are largely off-limits.

Even foreign banks aren’t safe -- if they facilitate major dealings with Russia’s military-industrial complex or these blocked entities, they risk facing U.S. sanctions themselves, tightening the global squeeze.

Trump, allies push for peace

In a meeting with NATO Secretary General Mark Rutte in the Oval Office, Trump didn’t hold back, calling the measures “tremendous sanctions” and expressing hope for a swift end to the fighting.

“And we hope that they won’t be on for long,” Trump added, emphasizing his desire for a quick resolution to the war.
