Stacy Abrams-linked nonprofit received $2B from EPA fund under Biden

 February 21, 2025

A newly formed nonprofit organization with ties to failed Georgia Democrat gubernatorial candidate Stacey Abrams has been awarded a substantial $2 billion grant from the Biden administration.

This Biden-era grant has presented ethical concerns and scrutiny over the nonprofit’s lack of a financial track record and the circumstances surrounding the allocation, as the Daily Wire reports.

Power Forward Communities (PFC), the nonprofit linked to Abrams, received these funds from the Environmental Protection Agency (EPA) in April 2024.

Only six months earlier, PFC was established in October 2023. During its introductory months, the nonprofit reported a mere $100 in revenue and had no prior experience managing funds in such substantial amounts.

Suspicious Funding Allocation Discovered

The financial support derived from the EPA’s $20 billion Greenhouse Gas Reduction Fund, which was established as part of the Inflation Reduction Act of 2022.

Concerns over the allocation of these funds first arose when EPA administrator Lee Zeldin’s team, along with the Department of Government Efficiency (DOGE), discovered the fund earlier this month.

The $20 billion allocation was divided among eight organizations. However, the placement of these funds at an external financial institution to bypass governmental oversight has led to controversy. Zeldin highlighted this issue, stating that roughly $20 billion in taxpayer dollars were relocated to an outside entity.

“This scheme was the first of its kind in EPA history and it was purposefully designed,” Zeldin said. The intent, he noted, was to “obligate all of the money in a rush job with reduced oversight.”

Ethics Watchdog Files Complaint

PFC’s inexperience and the extraordinary sum they received prompted Daniel Turner to speak out against the decision. “For an organization that has no experience in this,” he remarked, “that was literally just established, and had $100 in the bank to receive a $2 billion grant -- it doesn’t just fly in the face of common sense, it’s out and out fraud.”

Just this month, a separate ethics watchdog lodged a complaint against other nonprofit entities established by Abrams. These organizations were cited for possible breaches in state campaign finance laws. The link between the complaint and ethical concerns surrounding the recent grant to PFC have only intensified scrutiny.

Abrams serves as senior counsel for Rewiring America, a coalition that includes Power Forward Communities. Her involvement with both organizations further contributes to the complexity of the situation.

Chronology of Events Around the Grant Emerges

The $20 billion Greenhouse Gas Reduction Fund allocated by the Biden administration was intended to support reductions in greenhouse gas emissions. Despite its environmentally friendly purpose, the allocation of such a significant portion to a nascent nonprofit with minimal financial history raises questions about the criteria and processes that led to this decision.

Power Forward Communities’ emergence and subsequent grant award unfolded rapidly. The nonprofit was established in October 2023, reported only $100 in initial revenue, and secured the $2 billion grant by April 2024. This timeline casts doubt on the thoroughness of the vetting process employed by the EPA and the administration.

The lack of transparency in how the funds were distributed has prompted calls for greater oversight and accountability. This situation stands as a notable example of the implications that can arise when governmental funds are managed without meticulous oversight.

Calls for Oversight and Transparency Emerge

While the EPA’s Greenhouse Gas Reduction Fund aims to contribute positively towards environmental goals, the controversy surrounding PFC’s grant allocation highlights the necessity of transparency and fairness in distributing federal funds.

The scrutiny over PFC’s capacity to manage such a large grant and the rapidity of their establishment and funding have drawn attention to the broader issues inherent in federal grant processes.

Critics argue that the quick allocation of funds without thorough examination poses risks of inefficiency and mismanagement. Moreover, the political connections involved in this case further blur the lines of traditional checks and balances in federal funding procedures.

As investigations and discussions continue, the situation involving Power Forward Communities serves as a reminder of the need for diligence, impartiality, and clear procedures in managing and distributing federal resources.
