Trump hints at national emergency in DC over lack of local cooperation with ICE

 September 15, 2025

President Donald Trump has issued a warning that he may take federal control of Washington, D.C.'s police force amid disagreements with the local mayor concerning cooperation with Immigration and Customs Enforcement (ICE).

Trump expressed dissatisfaction with the current cooperation between the local D.C. police and ICE, suggesting the federal government might permanently step in to manage local law enforcement, as the New York Post reports.

Earlier in August, Trump temporarily placed the Metropolitan Police Department (MPD) under the control of the executive branch. This move was facilitated by the powers granted through the 1973 Home Rule Act, allowing him unilateral measures to alter law enforcement management. The federal control lasted from August 11 to September 10, during which time National Guard troops were stationed in D.C.

Federal control spurs drop in crime

The temporary federalization was marked by a reported 25% reduction in property crimes and a 10% drop in violent crimes, according to MPD data.

This period of enhanced federal oversight also saw the deployment of more than 2,000 National Guard troops, aiming to bolster public security. Despite the improvements in crime statistics, Mayor Muriel Bowser conveyed her intention to return to previous levels of cooperation with ICE.

In contrast to Trump's urgency, Mayor Bowser has been clear about her stance on maintaining local control. She emphasized a continued partnership with federal law enforcement, only under legal and clearly defined circumstances. Bowser communicated her dedication to Washington's safety while opposing federal intervention in policing matters.

Amid the discussions, Trump's Truth Social statements conveyed his frustration. "The Metropolitan Police Department will no longer cooperate" with ICE, Trump stated, encapsulating his view of Bowser's plans. He further criticized her leadership, claiming it resulted in "a violent criminal takeover" of the capital city.

Bowser keeps calm

While addressing the potential conflict, Mayor Bowser did not express apprehension about her actions provoking the president. When questioned, she confidently noted the longstanding history of collaboration with federal law enforcement, underscoring her commitment to lawful cooperation.

Trump's initial federalization order faced criticism from Bowser and local officials, yet she ensured that lawful collaboration with federal partners would continue from Sept 2 onward. This delicate balance between local governance and federal oversight remains a significant point of contention.

Aside from police-related issues, Trump's interventions included efforts to address public health and welfare challenges. He actively worked to clear streets of homeless encampments and debris, actions aimed at improving the city's living conditions.

Trump plans broader crackdown

In his social media exchanges, Trump boasted of a transformation in Washington, asserting a safer environment and improved business climate under federal management. He described a significant reduction in crime, proclaiming the city had become increasingly bustling with activity.

Amid these claims, Trump signaled intentions to extend federal oversight to other cities. Memphis, Tennessee, was viewed as a potential starting point, as his administration plans to replicate its Washington strategy elsewhere.

Trump's broader aspirations include an escalation of federal law enforcement surges nationwide. This expansive strategy underscores his belief in direct federal intervention as a solution to urban crime challenges.

For those observing this complex interaction between local and federal authorities, the unfolding situation sets a stage for potential further disputes. The possibility of a national emergency being declared remains a palpable option in Trump's arsenal.

The strategic tug-of-war between a president's authority and a city mayor's governance continues, highlighting an ongoing debate over the parameters of local autonomy versus federal intervention.
