Ukraine to Finalize Peace Plan by November: Report

Ukrainian President Volodymyr Zelensky announced on Tuesday, that Ukraine will finalize a comprehensive peace plan by November.

The plan is designed to bring an end to the Russian invasion, which has plagued the country since February 2022, and Zelensky intends to present the finalized plan to U.S. President Joe Biden, as well as the leading presidential candidates, Vice President Kamala Harris and former President Donald Trump, as Breitbart reports.

Zelensky stressed that the primary goal of the peace plan is to force Russia to end the war without engaging in direct negotiations with Russian President Vladimir Putin.

The Ukrainian leader made it clear that dialogue with Putin would be futile, given the ongoing conflict and Putin's unwillingness to consider diplomatic solutions.

Ukraine's Peace Summit and Historical Tensions

The announcement of the peace plan follows a series of events aimed at resolving the conflict. Zelensky revealed that Ukraine plans to host a second "peace summit" to further discussions on the plan. The first summit took place in Switzerland in June and set the stage for Ukraine’s efforts to rally international support against Russian aggression.

Ukraine has been battling Russian forces since the annexation of Crimea in March 2014 and the subsequent conflict in the Donbass region.

Tensions escalated in early August when Ukrainian forces launched an offensive into Russian territories in the Kursk region. Although Ukraine gained control of significant areas, a retaliatory Russian attack on Ukraine's power grid hindered Kyiv's ability to maintain its offensive momentum.

No Dialogue with Putin, Zelensky Insists

Zelensky has maintained a firm stance against negotiating with Putin, a position solidified in October 2022 when he signed a decree outlawing any dialogue with Russia while Putin remains in power.

The upcoming peace plan will address critical issues such as energy safety, food security, and the release of Ukrainians imprisoned or forcibly relocated to Russia.

The Ukrainian president hopes to present an initial version of the plan to President Biden during the U.N. General Assembly in September in New York.

Zelensky emphasized that Biden's support is crucial for the success of the plan, stating, "The success of this plan depends on him. Whether they will give us what is in this plan or not. Whether we will be free to use what will be in this plan or not."

Trump and Harris to Be Briefed on Peace Plan

Zelensky also intends to ensure that both Trump and Harris are fully informed about the plan's details. Following a recent phone call with Trump, Zelensky confirmed that ongoing discussions are taking place to secure U.S. support for resisting Russian attacks.

Zelensky expressed gratitude for the U.S. assistance, stating, "Ukraine will always be grateful to the United States for its help in strengthening our ability to resist Russian terror. Russian attacks on our cities and villages continue every day."

During the call, Trump expressed his willingness to support Ukraine and offered to be available for further discussions. Zelensky and Trump agreed to meet in person to explore additional steps that could ensure a fair and lasting peace.

Historical Tensions Between Biden and Zelensky

Zelensky's relationship with Biden has been marked by historical tensions, particularly concerning the Nord Stream 2 pipeline project. In July 2021, Biden's decision to lift sanctions on the pipeline, despite previous indications that he would not do so, left Zelensky "unpleasantly surprised." This decision has fueled skepticism about Biden's willingness to fully support Ukraine's peace efforts.

Despite these challenges, Zelensky remains focused on finalizing the peace plan by November. He first hinted at the possibility of a comprehensive plan in July, signaling Ukraine's determination to end the conflict as soon as possible.
