Henry Muñoz, a prominent Democratic fundraiser and former finance chairman of the Democratic National Committee (DNC), continues to be a major donor to Democratic candidates, despite facing substantial federal and state tax liens.

Muñoz has contributed significant amounts to political campaigns while attempting to resolve over $3 million in unpaid federal income taxes and other financial obligations in Texas, as the New York Post reports.

In April 2023, the Internal Revenue Service placed a $3.5 million federal income tax lien against Muñoz, citing unpaid taxes. Alongside the federal tax issue, the state of Texas issued a $152,411.46 business tax warrant against him. Despite these financial challenges, Muñoz has not slowed his political contributions.

Muñoz’s Ongoing Contributions Despite Financial Struggles

Muñoz’s donations include significant contributions to the 2024 election campaigns of various Democratic candidates. His donations include a $6,600 max-out contribution to the Harris-Walz campaign, $37,686.45 to the DNC, and $62,400 distributed among other Democratic candidates for both the House and Senate.

While Muñoz continues to be an active participant in fundraising activities, he has yet to fully address his growing tax obligations. His involvement in high-profile political events underscores the tension between his financial difficulties and his role in Democratic political circles.

Muñoz’s deep ties to the Democratic Party go back several years. He was the lead fundraiser for former President Barack Obama and one of the top bundlers for Joe Biden during the 2020 presidential election, raising over $200,000 for Biden’s campaign. His influence within Democratic circles has been longstanding, with direct personal connections to Biden.

Biden's Close Ties to Muñoz

In 2017, President Biden officiated Muñoz’s marriage to his partner, Kaia Ferari. The bond between Muñoz and Biden is not only professional but personal, as demonstrated by Biden’s participation in Muñoz's private life.

Even amid his tax struggles, Muñoz continues to host and participate in fundraising events. In 2022, he hosted a major fundraiser at his Park Avenue condominium, valued at $7.3 million, which raised over $2 million for Democratic candidates.

Earlier in 2023, Biden personally acknowledged Muñoz’s support during another fundraiser, where the president praised him for his long-standing contributions to the Democratic Party.

Business Involvement and Tax Issues

Muñoz’s financial troubles extend beyond his personal taxes. His company, MSTZO LLC, also known as Cultural Productions, was hit with a lien in Texas for $122,703.64, along with $29,707.82 in interest and penalties.

Muñoz has asserted that he is actively working to resolve these issues. In fact, he provided a photograph of a computer screen showing an alleged payment made toward his Texas debt.

The financial troubles of his business enterprises add to the complexity of Muñoz’s political activities. Despite his outstanding tax obligations, his business dealings continue, with MSTZO LLC engaging in lobbying efforts for Medicaid waivers and medical marijuana licensing.

Muñoz’s Role in SOMOS Community Care

Muñoz has also earned significant income from his role as a consultant for SOMOS Community Care, generating $51 million over five years. SOMOS has benefited from substantial Medicaid funding through the state of New York, totaling over $600 million. Additionally, SOMOS employees contributed over $1 million to the Harris Victory Fund around the time of a key fundraiser in February 2023, further entangling Muñoz’s business interests with his political activities.

In another development, the Biden administration’s Department of Health and Human Services approved a Medicaid funding waiver for SOMOS just a month before the February fundraiser, raising questions about the timing of these political and financial dealings.

Efforts to Address Tax Liens

Muñoz has appealed the federal tax lien and is reportedly working with the IRS to resolve his tax issues. According to his legal representative, Chris Coffey, CEO of Tusk Strategies, Muñoz is addressing his tax liabilities and expects a successful resolution. However, Muñoz has yet to provide documentation of this appeal or proof of substantial payments toward his debt.

Coffey emphasized that Muñoz, through his power of attorney, is "working diligently" to resolve the tax issues with the IRS. Muñoz remains confident that the matter will be successfully resolved, but for now, the liens and unpaid taxes continue to loom over his financial situation.
